Proficiency in English requirement to take effect in 2019

Minister of National Security Wayne Caines has advised that an English proficiency work permit policy promulgated earlier this year and previously expected to be implemented in October will now not likely take effect until 2019. The implementation of the policy has been delayed to allow circulation to key stakeholders for consultative purposes and to ensure that the policy is fair, robust and meets the needs of Bermuda.

The policy seeks to ensure that foreign nationals hired by employers to work in public-facing service positions can communicate effectively in English. Job categories that are being targeted by the new policy include:

  • Restaurant, food service and hotel workers;
  • Health professionals; and
  • Caregivers.

Workers from countries where English is not the first language will be required to pass an English as a Second Language programme. The onus will be on the employer to show evidence that the applicant meets the minimum standard by submitting necessary documentation with the work permit application.
